Role: Government Relations Leader – Business Development

    Job Summary:

    Johnson Controls is seeking a dynamic and experienced Government Relations Manager to lead its engagement with government entities in India, with a focus on enabling business development in the Building Technologies and Services sector. This role will be pivotal in shaping public policy, fostering strategic partnerships, and advocating for regulatory frameworks that support sustainable building solutions, Government Business, and smart infrastructure.

    Key Responsibilities:

    • Develop and implement government relations strategies aligned with business development goals.
    • Build and maintain relationships with key government officials, regulatory bodies, and public sector stakeholders.
    • Monitor and analyze legislative and regulatory developments impacting smart buildings, energy efficiency, HVAC, fire safety, and security systems.
    • Advocate for favorable policies and incentives that promote Johnson Controls’ technologies and services.
    • Collaborate with sales and business development teams to identify public sector opportunities and facilitate market entry.
    • Collaborate with Big 4’s (EY / Deloitte / PWC / KPMG) sales and business development teams to identify public sector opportunities and facilitate market entry.
    • Direct accountability for a specific portion of the business targets v/s achievement attached as outcome from the sales and business development opportunity outcome.
    • Support tendering processes and public-private partnership initiatives by navigating regulatory landscapes.
    • Represent Johnson Controls at industry forums, government consultations, and policy roundtables both Domestic and international forums such as USISPF, WEF, CII, FICCI and other similar entities.
    • Coordinate with trade associations, NGOs, and coalitions to advance shared legislative objectives.
    • Ensure adherence to lobbying laws and ethical standards.
    • Prepare reports, policy briefs, and presentations for internal and external stakeholders.

    Qualifications:

    • Bachelor’s or master’s degree in public policy, Political Science, Law, Business Administration, or related field.
    • 10+ years of experience in government relations, public affairs, or policy advocacy, preferably in infrastructure, energy, or technology sectors.
    • Strong understanding of Indian regulatory frameworks, government procurement processes, and policy-making institutions.
    • Excellent communication, negotiation, and interpersonal skills.
    • Proven ability to influence policy and build strategic alliances.

    Preferred Skills:

    • Experience working with central and state government bodies (e.g., MoHUA, MNRE, BIS, TERI, BEE, CPWD, State and Central Climate Cell /Forums, Rail and Metro authorities. Pharma and Industrial Sector Councils and Leading Private Sector Enterprise Connects.
    • Familiarity with sustainability and de-carbonization ESG goals driven by the corporate entities and smart city initiatives, Government businesses
    • Familiarity with the upcoming trends and business indicators with respect to the Global Capability Centers (GCC) – A Thriving Industry in India
    • Ability to manage cross-functional teams and drive complex projects.
    • PR and Social Media relevance and its underlying risks and opportunities

    Key Performance Indicators (KPIs):

    • Number of strategic meetings held with government officials and agencies per quarter.
    • Number of new government contacts and key stakeholders or partnerships and contracts established annually.
    • Successful advocacy outcomes (e.g., policy changes, inclusion in government programs).
    • Participation in government consultations, working groups, or policy forums.
    • Number of public sector opportunities identified and supported.
    • Contribution to revenue growth from government contracts or tenders.
    • Success rate of government tenders facilitated or influenced.
    • Direct accountability for a specific portion of the business targets v/s achievement attached as outcome from the sales and business development opportunity outcome.
    • Zero non-compliance incidents with lobbying and government engagement regulations.
    • Timely submission of reports and disclosures related to government relations.
    • Satisfaction scores from internal stakeholders (Sales, Legal, Product Teams, BD teams, Manufacturing, cross-functional departments, Global business and Innovation centers) on support provided.
    • Number of joint initiatives with sales, business development and marketing teams.
    • Number of speaking engagements, panel participations, or published articles.
    • Representation in industry associations or government advisory boards (Domestic and International entities)
    • Number of smart cities, upcoming 12 Industrial Parks, Industrial Corridors, Semi-conductor, Solar and Battery plants, District Cooling initiatives, Sustainability and De-carbonization ESG related (private, private or government projects influenced or initiated.
    • Time-to-impact on strategic initiatives (from engagement to execution and business & Revenue outcome).
